*THE CITY OF TEXARKANA, ARKANSAS* *is accepting applications for the following position:* *CONTROLLER* Full Time *SUMMARY OF ESSENTIAL DUTIES:* This position reports to the Finance Director.
Duties include planning and directing the operation of the Accounting and Reporting, Grants, Accounts Payable, Purchasing, Accounts Receivable, and Payroll Divisions of the Finance Department.
This position assists the auditors in the preparation of the City’s Annual Comprehensive Financial Report (ACFR) in compliance with Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) principles.
This position ensures the information submitted from outside City agencies is in compliance with GAAP and GASB principles.
This position assists the Director of Finance in preparing and providing necessary information for the annual City budget.
This position supervises Finance staff, as determined by the Finance Director.
Other duties as assigned.
*POSITION SPECIFICATIONS:* Applicant must have obtained a Bachelor’s Degree in Accounting or a related field.
A Master’s Degree is preferred.
Must have knowledge of accounting theory, principles and practices.
Must have knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB).
Must have knowledge of auditing principles and practices.
Applicant must have the ability to plan and supervise the activities of professional employees.
Must have ability to communicate effectively, both orally and in writing.
